Wastewater Engineering

Trotter and Associates, Inc. provides a complete range of wastewater engineering services including planning, design and construction supervision. The TAI Team is able to look beyond text book answers and develop project specific solutions to meet our client’s current and future needs.

Municipal Engineering Design

Development and building permit review require the involvement of a municipal engineer that has a strong understanding of the governmental ordinances and procedures, the necessity for proactive guidance, an eye for detail, and the ability to ensure the resulting improvements meet the end users needs.

Water Engineering

Trotter and Associates, Inc. has become highly respected for successfully planning, designing and implementing a wide range of water and wastewater infrastructure solutions. The potable water system is one of the most important services a community can provide as it protects public health, enhances quality of life, is instrumental in fire protection, and supports economic growth within the community. As such, systems must be designed and operated such that interruption of service is an unusual event.

Watershed, Stormwater Management & Drainage Engineering

Trotter and Associates, Inc. staff is highly skilled in the technical and non-technical aspects of stormwater engineering and floodplain management. Our staff has obtained numerous certifications, including Certified Floodplain Manager credentials by the Association of State Floodplain Managers for work in our region’s flood-prone areas. In addition, TAI’s staff is certified in Kane County as stormwater Review Specialists. TAI has completed all facets of planning, design, permitting and construction oversight of stormwater projects ranging from simple parcel-scale stormwater Best Management Practices (BMPs) to large scale watershed planning projects such those completed for Tyler Creek and Nippersink Creek in Northern Illinois.

Transportation Engineering

Trotter and Associates, Inc. has an excellent resume of transportation related projects. These projects include roadway reconstruction, annual maintenance and rehabilitation programs, and parking lot design. Our team has extensive experience with designing/permitting/constructing new or improved access locations with IDOT and the various county DOT’s.

Planning & Mapping (GIS)

Trotter and Associates, Inc. provides multiple services in the GIS field including infrastructure mapping (water, sewer, storm sewer, roads, etc.); utility master planning; parcel, natural resource and boundary mapping; asset management; geodatabase development; water and sanitary sewer modeling; and hydrologic and hydraulic analysis.

Subdivision & Development Review

TAI retains staff that has municipal work experience as both a consultant and a municipal employee. TAI can provide effective and efficient development review. TAI knows the importance of maintaining clear and meticulous lines of communication between all parties and during all phases of the project.

Parks & Recreation

Trotter and Associates Inc. has worked with several park districts in the design of active and passive recreation facilities. TAI has extensive experience in the planning, design and construction of athletic fields including tennis courts, softball and baseball diamonds, as well as soccer and multi-use fields. These facilities commonly incorporate several uses within the same area in a campus style layout. It is our preference to outline the proposed use of a parcel through a comprehensive plan to provide the best and most efficient use of the property.

Construction Administration

Trotter and Associates, Inc. provides construction engineering services for all aspects of public improvements from roadway to wastewater treatment facility construction. We also provide inspection services to certify that public improvements completed by private developers are in accordance with the municipalities ordinances.

TAI’s team is experienced with power system design, replacement of electrical components and systems, implementation of backup power solutions, enhancements to improve power quality, and other power system enhancements.

CURRENT PROJECTS

The Village of Addison is implementing a major project to separate combined sewers in the Home Addition area, which is the largest remaining combined sewer tributary in the community. The project includes separating the area's existing combined sewer system, which currently manages both wastewater and stormwater runoff, into separate sanitary and storm sewer systems. About three miles of new storm sewer, ranging from twelve to sixty inches in diameter, will be installed and directed to Salt Creek through an existing 84-inch relief storm sewer. To connect to the existing 20-foot-deep relief sewer, two custom-made junction chambers (10-foot by 12-foot and 8-foot by 10-foot) have been installed. Another key part of the project is building a stormwater detention facility at Cherokee Park, which is the lowest point of the drainage basin and the area most vulnerable to flooding. Since June of 2025, the contractor has completed approximately two and a half miles of storm sewer installation. The remaining sewer work and excavation of the detention pond are expected to be finished in the coming months. Along with storm sewer upgrades, lead water services found during construction are being replaced. So far, 65 lead water services have been taken out of the Village's water system. Once finished, the Village’s sanitary sewer system will experience significantly lower flows during wet weather. This decrease in flows will help prevent basement backups, street flooding, and combined sewer overflow discharges previously suffered by the Village. The project will also lessen the volume of stormwater runoff treated at the AJL Wastewater Treatment Plant. It remains on schedule and is expected to be completed by summer 2026.

Phase 2 of the Village of Fox Lake's Lead Service Line Replacement Program is nearing completion. This program aligns with the 2024 updates to the EPA's Lead and Copper rules, which require water providers to begin replacing lead and galvanized water service lines. The original water system in the project areas dates back to 1929, when lead water services were common. To comply with regulations, all lead and galvanized water services are being replaced from the water main to the customer's meter inside the house. Both phases of this program are funded through the IEPA's Public Water Supply Loan Program, in which the Village has received principal forgiveness for the entire $5.1 million loan. To date, the program has replaced approximately 350 water services, and Phase 2 is expected to be completed by June 2026. 
By Village of Roselle – Jerry A. Botterman STP BNR Upgrade Project March 2, 2026
The Village of Roselle has begun construction of the Biological Nutrient Removal Upgrade Project at its Jerry A. Botterman Sanitary Treatment Plant. The project incorporates recommendations outlined in the Village’s 2022 Wastewater Facility Plan, which ensure compliance with future wastewater effluent regulations and improve the facility's reliability by replacing aging equipment. The improvements include converting the existing Oxidation Ditch to a Biological Nutrient Removal process for phosphorus and nitrogen removal, construction of a Chemical Feed Building to allow Alum to be used to aid in the phosphorus removal process, and replacement of the Influent Screens and Final Clarifier equipment. John Burns Construction Company began construction of the Chemical Feed Building in the fall of 2025, work is progressing as scheduled. Over the next year, Trotter and Associates will continue to work closely with the Village and John Burns Construction Company to help ensure the project’s success.

Trotter and Associates, Inc. is partnering with the Village of Sussex, Wisconsin, on the 2025 WPCF Improvements Project, which aims to modernize critical systems at the wastewater treatment facility. Upgrades to screening, filtration, and aeration equipment are being implemented to enhance facility operations and maintenance.  With the hard work and coordinated efforts of Sabel Mechanical LLC and Pieper Electric, Inc., the project is expected to be completed on time.

The $1.36 million Village of Algonquin Braewood Lift Station Rehabilitation project is complete. Delivered in collaboration with the Village of Algonquin and Dahme Mechanical Industries, Inc., the project was completed on schedule and within 1.4% of the original construction contract amount. Following a 2022 condition assessment by Trotter and Associates, Inc. (TAI), improvements were identified to increase lift station and force main capacity. The force main replacement was completed in 2024, followed by lift station rehabilitation and system integration. Improvements included upsized pumps, VFDs, and piping; replacement of the grinder, flow meter, and odor-control equipment; electrical and HVAC upgrades; and connection to the new 16-inch force main. Station capacity increased from 1,500 GPM to 5,000 GPM, supporting future Village development.

The City of Saint Charles has completed Sequence #1 of the Ohio Avenue and Kautz Road Raw Water Main Installation Project, advancing critical water infrastructure improvements. The work included installing a new raw water main between Well No. 8 and the future Well No. 14, along with other key infrastructure components and roadway restoration. Most of the water main was installed using horizontal directional drilling to minimize surface impacts and limit disruption, and hydrants were installed by open-cutting. Trotter and Associates supported the City by securing EPA funding, designing the water main alignment, assisting with the bidding process, and observing construction in cooperation with City staff.

The $42.6 Million Phase 2A Rehabilitation project at the City of Batavia's WWTF is nearing completion, several months ahead of schedule and with less than 0.5% in change orders. After completing off-site utility and roadway replacement, bike path realignment, replacement of the process flow disinfection system, and rehabilitation of the final clarifiers, wastewater was completely transferred over to the brand-new Headworks and Primary Clarifiers in October 2025. This project’s success is a result of the outstanding dedication and collaboration of the General Contractor IHC, the City of Batavia Public Works staff, and our Trotter project representatives. We sincerely thank everyone for making this achievement possible!

Scott Trotter, P.E., BCEE, and Eric Davenport attended the WRWA Annual Technical Conference in Green Bay, WI, this week. The conference workshops provided an opportunity for updates and conversations about the future of water and wastewater! On the exhibit floor, they connected with clients and partners, including Jon Baumann from the Village of Sussex. TAI is partnering with the Village of Sussex on the WPCF Improvements Project to modernize key wastewater systems.

Chase earned his B.S. in Environmental Engineering from UW–Platteville and passed the FE exam right after graduation, earning his Engineer in Training (E.I.T.) certification. He also brings two years of environmental field experience, supporting on-site soil monitoring with a PID, SDA sampling, groundwater testing, and CCDD reporting knowledge. His strong academic preparation, professional drive, and hands-on field background position him well as he begins his engineering career at Trotter and Associates, Inc. Last summer, Sam Severson participated in Trotter and Associates, Inc.’s internship program. In January, he came back as a full-time Staff Engineer.  A graduate of UW–Platteville, Sam passed the FE exam and earned his Engineer in Training (E.I.T.) designation — an important professional milestone early in his engineering career. Through several internships, including at WisDOT’s Railroad Division and here at TAI, he gained valuable hands-on experience supporting roadway and infrastructure projects, construction observation, underground utilities, and field coordination. We’re proud to see strong internship experiences develop into meaningful careers at TAI — and we’re confident Sam is just getting started. Students from the University of Illinois Urbana-Champaign, the University of Wisconsin–Madison, Iowa State University, and Purdue University participated in the Trotter and Associates, Inc. Shadow Day Program on Monday, and we got their Boots on the Ground! The day was centered around real-world experiences. Engaging with TAI engineers, visiting project sites, learning about the work involved in those projects, and gaining insights into various career paths. Thank you to the City of St. Charles, Illinois , and their team for allowing us to showcase your facilities, making this experience possible. The Trotter Team enjoyed meeting these students and looks forward to what’s next for them!
