Trotter and Associates, Inc. has assisted the City of Elgin with various items including development review. TAI has mastered the permitting process that Elgin utilizes, and has provided support to the City in day to day operations when requested. Generally, the plan review process involved stormwater reviews, obtaining an estimate of probable construction cost, receiving approved copies of IEPA permits for water main and sanitary sewer construction, as well as obtaining a form of surety from the developer. If the project being reviewed required a plat of easement for a utility the City was to own and maintain, a memorandum was provided to City Council for acceptance.

TAI’s duties included:

• Write license agreements for right-of-way encroachment.
• Coordinate internally with various City Departments when project submittals required reviews from other departments.
• Coordinate externally with consultants, FRWRD, applicants, lawyers, contractors, etc.

Project file organization was vital to the project; after a project is submitted to the City, the digital files were organized and renamed based on the file naming convention utilized by the City.
