ADVERTISEMENT FOR BIDS


Sealed proposals will be received by the Fox River Water Reclamation District for the project entitled “North WRF Influent Bar Screen Installations” until 1:00 PM on May 3, 2023 at the Office of the Fox River Water Reclamation District (FRWRD), 1957 North LaFox Street, South Elgin, IL 60177. The sealed bids will be publicly opened and read aloud at the FRWRD Offices immediately afterwards. Sealed bids shall be addressed to the Fox River Water Reclamation District (FRWRD) 1957 North LaFox Street, South Elgin, IL 60177 and shall be labeled “Bid for North WRF Influent Bar Screen Installations.”

 

Bidders will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60–4.

 

Work Description:

  1. Construction of a new channel at the Raw Sewage Pump Station to allow for the installation of a new fine bar screen. The new bar screen will be the primary screening mechanism with the existing manual bar rack and comminutor acting as backup devices for when the bar screen is out of service or during high flow events.
  2. A prefabricated, but assembled on site, insulated enclosure will be installed over the new bar screen’s upper sections and discharge chutes. The dumpster that the screenings discharge to will also be within this enclosure. An asphalt ramp and concrete pad will be installed for truck access to the enclosure and dumpster.
  3. Installation of a new fine bar screen in the north channel upstream of the Aerated Grit Tanks in the Grit Building is included in the proposed work. The new bar screen will be the primary screening mechanism with the existing grinder acting as a backup device for when the bar screen is out of service or during high flow events.
  4. A new shaftless conveyor will be installed to transport screenings from the bar screen to a dumpster located within the grit building. A new penetration in the Grit Building exterior wall will be constructed to accommodate the new conveyor.
  5. This installation will also receive a prefabricated building that will be assembled on site, to house the motors and discharge sections of the bar screen as well as the motor Site restoration and maintenance through acceptance and re-establishment of vegetation.
  6. Testing of systems and training of operations personnel.
  7. Preparation and submission of operations and maintenance manuals.
  8. Warranties as specified in the Contract Documents.
  9. All questions must be submitted at least seven (7) calendar days prior to the bid opening.

Payment for Contract Documents is non–refundable and shall be payable to Trotter and Associates, Inc. in the form of cash, certified check or money order. No partial sets of specifications or drawings will be issued. The non–refundable cost for hard-copies of drawings and specifications is $175.00. The non–refundable cost for electronic (PDF) copies of drawings and specifications is $75.00. Addenda will be issued only to plan holders. Questions should be directed to Jillian Kiss, P.E. Each bid shall be accompanied by a bid bond, cashier’s check, or certified check payable to the order of the FRWRD, South Elgin, Illinois, in an amount not less than ten (10) percent of the amount of the bid, as a guaranty that the bidder will execute the contract, if it is awarded, in conformity with the bid form.

 

The successful bidder will be required to furnish Performance and Payment Bonds on forms provided in the Specifications and Contract Documents, each in an amount equal to 100 percent of the contract price.

 

A non-mandatory pre-bid meeting will be held at 10:00 AM on April 19, 2023 at the Fox River Water Reclamation District Office 1957 North LaFox Street, South Elgin, IL 60177
