Municipal Engineering Design

Development and building permit review require the involvement of a municipal engineer that has a strong understanding of the governmental ordinances and procedures, the necessity for proactive guidance, an eye for detail, and the ability to ensure the resulting improvements meet the end users needs.

Water Engineering

Trotter and Associates, Inc. has become highly respected for successfully planning, designing and implementing a wide range of water and wastewater infrastructure solutions. The potable water system is one of the most important services a community can provide as it protects public health, enhances quality of life, is instrumental in fire protection, and supports economic growth within the community. As such, systems must be designed and operated such that interruption of service is an unusual event.

Watershed, Stormwater Management & Drainage Engineering

Trotter and Associates, Inc. staff is highly skilled in the technical and non-technical aspects of stormwater engineering and floodplain management. Our staff has obtained numerous certifications, including Certified Floodplain Manager credentials by the Association of State Floodplain Managers for work in our region’s flood-prone areas. In addition, TAI’s staff is certified in Kane County as stormwater Review Specialists. TAI has completed all facets of planning, design, permitting and construction oversight of stormwater projects ranging from simple parcel-scale stormwater Best Management Practices (BMPs) to large scale watershed planning projects such those completed for Tyler Creek and Nippersink Creek in Northern Illinois.

Transportation Engineering

Trotter and Associates, Inc. has an excellent resume of transportation related projects. These projects include roadway reconstruction, annual maintenance and rehabilitation programs, and parking lot design. Our team has extensive experience with designing/permitting/constructing new or improved access locations with IDOT and the various county DOT’s.

TAI retains staff that has municipal work experience as both a consultant and a municipal employee. TAI can provide effective and efficient development review. TAI knows the importance of maintaining clear and meticulous lines of communication between all parties and during all phases of the project.

Parks & Recreation

Trotter and Associates Inc. has worked with several park districts in the design of active and passive recreation facilities. TAI has extensive experience in the planning, design and construction of athletic fields including tennis courts, softball and baseball diamonds, as well as soccer and multi-use fields. These facilities commonly incorporate several uses within the same area in a campus style layout. It is our preference to outline the proposed use of a parcel through a comprehensive plan to provide the best and most efficient use of the property.

Construction Administration

Trotter and Associates, Inc. provides construction engineering services for all aspects of public improvements from roadway to wastewater treatment facility construction. We also provide inspection services to certify that public improvements completed by private developers are in accordance with the municipalities ordinances.

The $42.6 Million Phase 2A Rehabilitation project at the City of Batavia's WWTF is nearing completion, several months ahead of schedule and with less than 0.5% in change orders. After completing off-site utility and roadway replacement, bike path realignment, replacement of the process flow disinfection system, and rehabilitation of the final clarifiers, wastewater was completely transferred over to the brand-new Headworks and Primary Clarifiers in October 2025. This project’s success is a result of the outstanding dedication and collaboration of the General Contractor IHC, the City of Batavia Public Works staff, and our Trotter project representatives. We sincerely thank everyone for making this achievement possible!

The City of Saint Charles has completed Sequence #1 of the Ohio Avenue and Kautz Road Raw Water Main Installation Project, advancing critical water infrastructure improvements. The work included installing a new raw water main between Well No. 8 and the future Well No. 14, along with other key infrastructure components and roadway restoration. Most of the water main was installed using horizontal directional drilling to minimize surface impacts and limit disruption, and hydrants were installed by open-cutting. Trotter and Associates supported the City by securing EPA funding, designing the water main alignment, assisting with the bidding process, and observing construction in cooperation with City staff.

Trotter and Associates, Inc. provided start-to-finish engineering services to the Village of Fox Lake for their 2025 Motor Fuel Tax (MFT) Roadway Improvement Project, delivering support from initial conceptual design through final construction closeout. The project rehabilitated over one mile of Village roads using a strategic mix of reconstruction and resurfacing techniques. The team’s expertise allowed the Village to make the most of its MFT funds while meeting critical infrastructure needs. By utilizing full-depth pavement reclamation with cement in conjunction with conventional milling and resurfacing operations, the Village successfully addressed underlying subgrade deficiencies in critical areas while extending roadway rehabilitation across multiple streets throughout the community, within the established project budget. Trotter and Associates, Inc.'s comprehensive approach ensured efficient project delivery, regulatory compliance, and optimal utilization of available funding resources for this essential infrastructure investment.

The Village of Algonquin’s Water Treatment Plants No. 1 and No. 2 Aerators and Roof Replacement project is nearing completion. With the new aerators operational, the Village will more effectively oxidize contaminants, enabling the facility to continue providing high-quality water to the community.  The new aerators also enhanced the facilities' capabilities and minimized objectionable odors. WTP No. 1 is a vital facility and cannot be taken out of service. This required careful planning and communication among the team to ensure uninterrupted operations. Close coordination between the Village of Algonquin, Trotter and Associates, and Keno and Sons Construction Company enabled the project to be successfully sequenced and completed within budget.

Trotter and Associates, Inc. has delivered a comprehensive series of municipal infrastructure upgrades in Woodstock, IL, over a multi-year period. These initiatives, focused on street improvements and water main replacements, have impacted 22.2 miles of roadway and represent a total investment of $28.3 million in enhancing public infrastructure and urban development. 2026 City of Woodstock 2026 Street Program The Trotter and Associates team is currently working closely with the City of Woodstock to determine the scope and streets for the 2026 Street Program. This project will entail road resurfacing and reconstruction, along with sewer repairs, on local roads. Raffel Road Resurfacing Trotter and Associates secured IDOT Local Agency Functional Overlay (LAFO) funding to resurface a 1-mile section of Raffel Road. This heavily used local arterial road had not been resurfaced since 2010. TAI worked with the city to complete both Phase 1 and Phase 2, and will complete Phase 3 (construction) in the spring of 2026. 2025 City of Woodstock 2025 Enhanced Street Program The 2025 Enhanced Street Program was a $8.3 million project that included 9 miles of cement-stabilized and traditional road reconstruction, as well as mill and overlay work on a mix of local arterial, collector, residential, and commercial roads. Associated work included full survey and design of severely deteriorated streets and areas with challenging ADA compliance issues, curb and gutter R&R, sidewalk R&R, landscape restoration, and storm and sanitary evaluation, design, and spot repairs. City of Woodstock Gould Street Water Main Replacement The 2025 Gould Street Water Main Replacement was a $1.3 million project which entailed the installation of 1,200 feet of 8” water main and appurtenances, adjacent sanitary and storm sewer repairs and replacements, a complete roadway reconstruction, a mill and overlay of adjoining streets, and full landscape restoration. 2024 City of Woodstock 2024 Enhanced Street Program The 2024 Enhanced Street Program was a $6.7 million street program that consisted of 6.9 miles of cement-stabilized reconstruction, as well as traditional mill and overlay work on a mix of local arterial, collector, residential, and commercial roads. Associated work included full survey and design of severely deteriorated streets, curb and gutter R&R, sidewalk R&R, landscape restoration, and storm and sanitary evaluation, design, and spot repairs. City of Woodstock Pleasant Street Water Main Replacement The 2024 Pleasant Street Water Main Replacement was a $3 million project which entailed the installation of 2,500 feet of 8” water main and appurtenances, 2,300 feet of new storm sewers, a complete roadway and curb and gutter reconstruction with significant changes to the road’s profile and cross-slopes, and a mill and overlay of adjacent streets. 2023 City of Woodstock 2023 Enhanced Street Program The 2023 Enhanced Street Program was a $6 million program that included 4.5 miles of cement-stabilized reconstruction and traditional mill and overlay work on a mix of rural, residential, collector, and arterial roads. Associated work included the police station parking lot mill and overlay, curb and gutter R&R, sidewalk R&R, storm and sanitary repairs, lead water service replacement, and landscape restoration. City of Woodstock Lake Avenue Water Main Replacement The 2023 Lake Avenue Water Main Replacement was a $3 million project, which entailed the installation of 3,200 feet of 16” water main and appurtenances as well as an asphalt overlay on Lake Avenue, a heavily trafficked local arterial road.

The City of Woodstock is continuing to enhance its aging infrastructure through its Gould Street Water Main Replacement project. Once complete, the project will have replaced and upsized a quarter mile of water main from 4” to 8”, which reinforces the system's operation and longevity. Various storm and sanitary sewer point repairs were also completed to ensure all underground improvements within the roadway were completed before resurfacing and reconstruction of the various roadways.

Trotter and Associates, Inc. (TAI) is collaborating with the City of Plano to assess the performance and capacity of their 2.44 MGD Biological Nutrient Removal Facility with aerobic digestion. As part of the evaluation, TAI addresses a key challenge: the City’s septic receiving station, which handles up to 10,000 gallons of septage per day during peak season. The additional solids load affects the facility’s overall capacity, especially in the aerobic digester. Our team is performing influent sampling and utilizing BioWin modeling to gain a thorough understanding of the facility’s operational dynamics. TAI is also developing an updated Basis of Design to reflect the impact of the septage receiving station, helping to determine the aerobic digester's remaining capacity. The result will guide recommendations for improvements to the solids handling system, ensuring long-term efficiency and performance, which is critical to infrastructure, and optimizing the wastewater treatment processes.

The Glenbard Wastewater Authority has hired Trotter and Associates, Inc. to move forward from the design phase to resident engineering services for the primary clarifier rehabilitation project. As part of these upgrades, the primary clarifiers, gravity thickeners, solids pumping system, and electrical and control systems will be replaced and upgraded due to aging infrastructure. The Authority has completed a 47 MGD bypass with six suction lift pumps and three overland force mains. This bypass allowed the primary clarifiers to be taken offline, enabling the installation of diversion structure gates that includes three new downward-opening weir gates and two new sluice gates. Over the following months, each clarifier will be taken out of service independently for complete removal and replacement with new stainless-steel mechanisms. The project team included Vissering Construction, Connelly Electric Co., Dahme Mechanical Industries, and Tri-R Systems, Inc. Join us in welcoming Karen Young, P.E., CFM, to The Trotter and Associates, Inc. (TAI) as Senior Project Manager for our Civil Team, based in the St. Charles, IL, office. Karen brings extensive experience in civil and municipal engineering, including transportation engineering, stormwater management, and public infrastructure leadership. Most recently, she served as Director of Public Works for the Village of Roselle, with prior roles in St. Charles, Batavia, and Schaumburg. Her Certified Floodplain Manager (CFM) credential further strengthens TAI’s technical depth. As TAI advances its planned growth in 2026, Karen’s leadership will play a key role in expanding our civil team, supporting our clients, and upholding the standards that define our services.

We’re excited to announce that Katelyn Schwing, P.E., has joined Trotter and Associates, Inc., and will work in TAI’s St. Charles, IL, office. Katelyn has more than eight years of experience in civil and structural engineering. She worked at Bechtel Corporation as a Senior Civil Structural Engineer, contributing to major international projects in the energy and industrial sectors. Her expertise includes structural analysis and the design of steel and concrete structures. Additionally, she is skilled in 3D modeling and in collaborating within multidisciplinary design teams. She holds a B.S. from Purdue University and an M.C.E. in Structural Engineering from North Carolina State University. Katelyn’s experience strengthens our team as TAI continues its steady growth.
