Notice is hereby given that Sturgeon Bay Utilities will receive sealed Bids until the 4th day of August 2020 at 10:00 AM at the offices of Sturgeon Bay Utilities, 230 E. Vine Street, Sturgeon Bay, WI 54235.

Sealed bids shall be addressed to the Sturgeon Bay Utilities – Operations Manager, 230 E. Vine Street, PO Box 27, Sturgeon Bay, WI 54235 and shall be labeled “Bid for Sturgeon Bay Utilities – Belt Filter Press No. 2 Rehabilitation”.

Electronic submissions will also be received.  Electronic submissions must be received by 10:00 AM on Tuesday August 4, 2020, and must be sent with a delivery and read receipt(s) to Cliff White (cwhite@wppienergy.org) and Robert Benson (b.benson@trotter-inc.com).

Sealed and electronic proposals will be opened and read during a virtual meeting at 10:00 AM on Tuesday August 4, 2020 for the following project:


Work description: 


  • Remove existing polymer system including blending system, mixing tanks, pumps, and controls.
  • Other miscellaneous items shown or specified.

Process Work:

  • Rehabilitate Belt Filter Press No. 2.
  • New Belt Filter Press No. 2 Control Panel.
  • New Polymer Blending System.
  • Relocation of existing Grit Classifier.

Electrical Improvements:

  • MCC-4 modifications.
  • Conduit and wire.

A Pre–Bid Conference will not be held for this project.  Site inspections can be scheduled by contacting the Sturgeon Bay Utilities at (920) 746-2820.

The Contract Documents may be inspected and purchased by appointment at Trotter and Associates, 700 Geneva Parkway North, Suite B, Lake Geneva, Wisconsin 53147.  Contact Amy Whitis at a.whitis@trotter-inc.com to schedule an appointment or purchase the contract documents.

Payment for Contract Documents is non–refundable and shall be payable to Trotter and Associates, Inc. in the form of cash, certified check or money order.  No partial sets of specifications or drawings will be issued.  The non–refundable cost for plans and specifications is $50.00.  Addenda will be issued only to plan holders of record.

Bidders will be required to provide Bid Security equal to ten (10) percent of the Bid in the form of a Bid Bond written by a company properly licensed in Wisconsin, a certified check or a cashier’s check.  The successful Bidder will be required to furnish a performance bond and a payment bond on forms provided in the Specifications and Contract Documents, equal to one hundred percent (100%) of the total contract price.

Sturgeon Bay Utilities, in accordance with the Laws of the State of Wisconsin, hereby notifies all Bidders that the Utility reserves the right to reject any and all Bids, to waive minor informalities or technicalities, to advertise for new bids, or to request confirmation or clarification from any bidder regarding information contained in a bid.  The Utility will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded to a responsible and responsive Bidder without discrimination on the ground of race, color or national origin, but the Owner reserves the right to reject any or all Bids received and to waive formalities.  Your Bid will be required to be submitted under a condition of irrevocability for a period of sixty (60) days after submission.
