Receipt of Bids

Sealed proposals will be received by the City of St. Charles for the project entitled “West Side Water Reclamation Facility 2020 Phase III Expansion – City of St. Charles, Illinois” until 10:00 AM on Wednesday, October 28th 2020 at the Public Works Building, located at 200 Devereaux Way, St. Charles, Illinois 60174.  The sealed bids will be publicly opened and read aloud immediately afterwards in the First Floor PWG Lounge, on the same date.  Participants wishing to attend the bid opening must be COVID free for the previous 14 calendar days and wear a mask while in the Public Works Building. Sealed bids shall be addressed to the City of St. Charles, Public Works, 200 Devereaux Way, St. Charles, Illinois 60174 and shall be labeled “Bid for West Side Water Reclamation Facility 2020 Phase III Expansion – City of St. Charles, Illinois”.

Any Contract or Contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Water Pollution Control Loan Program (35IAC Part 365), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570) and DBE Policy per 40 CFR Part 33, as amended. This procurement is also subject to the loan recipient’s policy regarding the increased use of disadvantaged business enterprises. The loan recipient’s policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President’s Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4.  In addition, this procurement is subject to the “Use of American Iron and Steel” requirements as contained in Section 436 (a) – (f) of the Consolidated Appropriations Act, 2014.

Work Description   

Demolition

Concrete sidewalk / Asphalt.

Existing Aerobic Digester Building – structure, pipe, blowers, pumps, etc.

Existing Chlorine Building – structure, pipe, etc.

Existing Drying Beds – Both of the existing drying beds will be decommissioned and removed.

Existing Ultraviolet Disinfection Equipment and all ancillary equipment

Remove existing level control weir

Remove grating and replace with diamond checker plate across entire UV channel

Remove existing wooden enclosure around UV equipment, along with electrical conduit, lights, and receptacles

Site Work

Site grading and earthwork.

Paving and restoration.

Fencing and Security

Site piping (potable water, non-potable water, mixed liquor suspended solids, ferric chloride feed and raceway, waste activated sludge, thickened WAS, digested sludge, raw sewage, storm sewer, sanitary sewer).

Site electrical.

New Final Effluent Metering Vault.

Stormwater pollution prevention plan (SWPPP).

Raw Sewage Pump Station Rehabilitation:

Replacement of one existing raw sewage pump / controls

Install additional raw sewage pump / controls.

Operations Building Rehabilitation:

Replace existing Aeration Basin blowers / controls / valves / piping.

Replace existing Raw Sewage Fine Screen / controls / ancillary connections / etc.

Install Rotary Drum Screen in the second channel within the Screening Room.

Install chemical feed pump / controls for chlorine feed to RAS.

Install laboratory fume hood.

Replace existing fire alarm system.

Install additional electrical support systems.

Biological Process Improvements:

Construct concrete Bardenpho basin 2301 (anaerobic, anoxic, aerobic)

Construct new cast-in-place concrete basin.

Install anaerobic and anoxic mixing systems.

Install internal recycle piping, valves, flow meter, and pump.

Install influent weir and sluice gates.

Construct FRP baffle walls.

Install electrical support systems and primary elements.

Install mud valves.

Install membrane diffusers, air piping and valves.

Convert aeration basins 2302 and 2303 to Bardenpho basins (anaerobic, anoxic, aerobic)

Install anaerobic and anoxic mixing systems.

Install internal recycle piping, valves, and pumps.

Construct FRP baffle walls.

Install electrical support system and primary elements.

Replace mud valves.

Install membrane diffusers, air piping and valves.

Final Clarifiers Rehabilitation:

Replace existing Clarifier Drives / controls / wear items (i.e. rubber squeegees), etc.

Install safety rail for tie-off around clarifier launder.

Construct New Tertiary Building:

Construct new cast-in-place concrete and masonry building.

Install chemical metering pumps, piping, and valves.

Install chemical storage tank for Ferric Chloride.

Install pumps, piping, valves, and tank for non-potable water system.

Install Disc Filters, including piping, valves, gates, weirs, FRP decking, and control panels for each filter.

Install Ultraviolet Disinfection Units including gates, effluent serpentine weir, grating, and power/hydraulics distribution centers.

Install TP/TN monitoring systems.

Install Electrical and Mechanical support systems.

RAS/WAS Pump Station Rehabilitation:

Install additional RAS/WAS pump / controls.

Aerobic Digester Rehabilitation:

Replace existing process air piping within Digester.

Replace existing Thickener Drives / controls / wear items (i.e. rubber squeegees), etc.

Install piping connections to and from the digester structure.

Construct New Sludge Handling Building:

Construct new cast-in-place concrete and masonry building.

Construct cast-in place Filtrate Pump Station wet well, including piping, pumps, valves and flow meter.

Construct cast-in place concrete digested sludge storage tank, including mixing system.

Install Aerobic Digester blowers, piping, valves, controls, etc.

Install digested sludge progressive cavity pumps, piping, valves, controls.

Install polymer feed equipment, piping, valves, controls, etc.

Install protected water equipment, pumps, valves, piping, controls, etc.

Install belt filter press, including stairs and platform.

Install dewatered sludge conveyor after the belt filter press.

Install Electrical and Mechanical support systems.

Construct New Sludge Storage Barn:

Construct new cast-in-place concrete foundations and slab.

Construct pre-engineered metal building.

Construct New Vactor Receiving Station:

Construct new cast-in-place concrete foundations and slab.

Construct pre-engineered metal building.

Payment for Contract Documents is non–refundable and shall be payable to Trotter and Associates, Inc. in the form of cash, certified check or money order.  No partial sets of specifications or drawings will be issued. The non–refundable cost for hard-copies of drawings and specifications is $470.00.  The non–refundable cost for electronic (PDF) copies of drawings and specifications is $200.00.  Addenda will be issued only to plan holders.

Bonds

Each bid shall be accompanied by a bid bond, bank draft, cashier’s check or certified check payable to the order of the City of St. Charles, Illinois in an amount not less than ten (10) percent of the amount of the bid, as a guaranty that the bidder will execute the contract, if it is awarded, in conformity with the bid form.

The successful bidder will be required to furnish Performance and Payment Bonds on forms provided in the Specifications and Contract Documents, in an amount equal to 110 percent and 100 percent of the contract sum, respectively.

Mandatory Pre–Bid Conference

A Mandatory Pre–Bid Conference will be held on Wednesday, September 30th, 2020 at 10:00 AM at the St. Charles West Side Water Reclamation Facility, 3805 Lincoln Highway, St. Charles, IL 60175.  Bidders/Contractors not attending the Pre-Bid Conference shall have their bids rejected.

Wage Rates

The contractor shall pay prevailing wages in accordance with the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the U.S. Department of Labor, Local Ordinance and the Illinois Department of Labor Prevailing Wages for Kane and DuPage Counties, whichever is greater.

Rejection of Bids

The Owner expressly reserves the right to reject any or all bids or to accept the one, which appears to be in the best interest of the Owner. The Owner expressly reserves the right to waive any informalities or technical irregularities in a bid if to do so is in the best interest of the Owner.

Award of Bid

Final award of bid shall be contingent on the City of St. Charles receiving financing from the Water Pollution Control Loan Program as administered by the Illinois Environmental Protection Agency.  Per the IEPA’s Procedures for Issuing Loans from the Water Pollution Control Revolving Fund Part 365.620, Section b, unless all bids are rejected, award shall be made to the low, responsive, responsible bidder after the bid evaluation has been submitted to the IEPA and written notice of IEPA approval has been received by the City of St. Charles.
