Sealed proposals will be received by the City of Harvard for the project entitled Well No. 10 Pump and Motor Rehabilitation until 11:00 a.m. on September 17, 2019 at the City Hall, 201 West Diggins St. P.O. Box 310 Harvard, Illinois 60033.  The sealed bids will be publicly opened and read aloud immediately afterwards.  Sealed bids shall be addressed to the City of Harvard, 201 West Diggins St. P.O. Box 310 Harvard, Illinois 60033 and shall be labeled “Bid for Well No. 10 Pump and Motor Rehabilitation”.

Rehabilitation of Well 10 Pump and Motor.  The proposed improvements consist of the rehabilitation of the well pump and motor at the City of Harvard Well 10 site, including but not limited to:


Mobilization and Clean-up

Remove the pump and column piping from the well for inspection.

Disconnect submersible pump from the piping system.

Field inspection of pump and motor.

Rebuild pump motor.

Rebuild pump.

Test pump cable.

Televise Well.

Reinstall pipe, pump, and motor.

Test Installed Pump Assembly.

Install two (2) new Air Lines.

Based upon the findings and recommendations of the field inspection of the pump, motor, and column pipe, the following items are included in the Bid Schedule as allowances and may also become part of the project:


Blast and recoat the column pipe.

Rethreading of column pipe as necessary.

New sections of column pipe as necessary.

New couplings as required.

New check valves if necessary.

New pump impeller bowls or complete pump assembly if required.

New pump motor if required.

New pump cable if required.

Well bailing if required.

Payment for Contract Documents is non–refundable and shall be payable to Trotter and Associates, Inc. in the form of cash, certified check or money order.  No partial sets of specifications or drawings will be issued.  The non–refundable cost for plans and specifications is fifty dollars ($50.00).  Addenda will be issued only to plan holders.

Each bid shall be accompanied by a bid bond, bank draft, cashier’s check or certified check payable to the order of the City of Harvard, Harvard, Illinois, in an amount not less than ten percent (10%) of the amount of the bid, as a guaranty that the bidder will execute the contract, if it is awarded, in conformity with the bid form.

The successful bidder will be required to furnish Performance and Payment Bonds on forms provided in the Specifications and Contract Documents, each in an amount equal to one hundred percent (100%) of the contract price.

The CONTRACTOR shall pay prevailing wages in accordance with Local Ordinance and the Illinois Department of Labor Prevailing Wages for McHenry County, whichever is greater.

The OWNER expressly reserves the right to reject any or all bids or to accept the one, which appears to be in the best interest of the OWNER.  The OWNER expressly reserves the right to waive any informalities or technical irregularities in a bid if to do so is in the best interest of the OWNER.
